Engine Tilt and Trim Stuck

I have a 1995 55hp Evinrude outboard that has its tilt and trim stuck in the down position. When I shift the manual tilt controller to the open tilt position, it does not move as if it was still in the lock position. Any Ideas? How to I free it? The engine does not have power tilt and trim. Thanks for the help in advance.

sounds like the hydraulic pump reservoir is empty...

i suggest filling the Reservoir that holds the lube for the hydraulic pump with transmisison fluid...there should be a screw on the top of it...you'll need a small funnel or piece of paper...i have a 1977 evin-rude 115 hp 2 stroke...it has happened to me
