I want to try out my new kayak and i figured NPH would be a fairly safe place for the first voyage... Where is the best place to launch? Is it free to do so? Are there any off-limit zones in the harbor (maybe the backbay region)?

You can hand launch almost anywhere there is public access.. The back bay is only closed to fishing & power boats (I think?), you can Yak there.
Even if posted Private (normally done by owners/citizens) , there is no private Ocean water, other then closed Gov areas (military) or danger spots..
Its easy to respect/avoid even the illegal posted Private areas at NPH.. They are few and far between......
