In the dfg regulation book when it says "only artificial flies with barbless hooks may be used" for specific locations, does flies include any type of artificial or man made lures such as panther martin, drop shot worm, rooster tail etc with barbs removed, or does this mean "flies" only, as in dry flies/wetflies used in fly fishing?

If it only says "artificial flies" then you may not use other artificials. If it also mentions "artificial lures", then you may also use traditional lures like spinners etc. Keep in mind that no scented lures may be used, and this pretty much rules out most plastics nowadays.
