go to the very end of the pier and soak some strips of squid, shrimp and mussel. If you can make the drive try goleta pier. you cant really fish the surf from stearns wharf. Goleta you can take it deep or in the shallows. Take some grubs with you for the shallows then go to the end with some fresh shrimp and mussel.
