Where at??

They'll run at any open beach where they aren't scared (i.e. from lights, too many ppl, ppl shining lights in the water, squid, etc):

Beware the jumbo squid......

It was the second time Humboldt squid had been linked to grunion runs. The other was in 2002 off San Diego. Since the predators return to darker depths before daylight, they are not considered a threat to swimmers.

Late-night grunion hunters, however, might use caution while wading. Grunion are expected to run again, for on four consecutive nights, beginning tonight.

Seal Beach had a pretty good run about 3 years ago. I haven't been back since.

If the day-use areas of the state public beaches close at sundown, how does one go about getting to the shore to observe/participate in the grunion adventure?

Is the only access at this time of night available to people who have campsites on the beach, or are you supposed to ignore the rules?

Grunion runs are an exception. As long as you have your license on you, it shouldn't be a problem to go down to the beach.
