At the end of Tamarack Rd, there is a jetty that you can fish off of. Also you may want to try Carlsbad Lagoon (Sand Bass, Halibut, Yellow Fin Croakers, and Rays). Good luck and have fun.

For the surf, try South Carlsbad, Ponto beach, by the jetty south of the campgrounds. Good spot. Set up is similar to BCSB jetties. Good halibut and bass, also under and behind the bridge on inland side of the highway. Decent access for your father in law if he's fishing. You can get to it by crossing the road when traffic slows. The surf should be holding good bean fishing as long as the crab beds are visible. Should be an incoming tide around 3:45pm on Sunday!

And as sweetfish said, the Lagoon is a solid bet for lots of species.
