I don't know as of right now but we have caught then in the past in NPH!!!!!!

If the DFG person can prove you were specifically targeting them, im sure there is some provision that he can write you up for. I wouldn't test the waters unless you're into shelling out big $$ in fines to find out.

It is up to them to prove the fact that you you are targeting them. This winter while Hooping for lobster we would throw swim baits to relieve the boring time of waiting to get back and pull the nets. We were targeting Bass but caught sculpin as well as some rock fish as a by catch. we released the out of season immediately.
There is by catch wherever you go just take care to put the fishes health as a priority. The same would go for any targeted fish that ended up to be short!
I think Garibaldi are veggie eaters so just don't be using pea's as bait to add to the case!!!!!!
