best place to launch for p.v area

I was wondering the best place to launch to fish p.v area, I heard king harbor was a good place but they have to hoist your boat , and heard it cost around 25 to 30 dollars there, seems kinda expensive, next I heard of cabrillo but unsure of it, does anybody know the cost, how far is it from pv, is there a washdown area, also a place to buy bait there ?is it a safe place to leave your vehicle?any in put would be appeciated, I normally launch from MDR but I know there has to be somewhere closer,I hope, thanks

also robalo boats are pretty awesome fishing machines,I recently seen you just purchased it, should provide you with some bitchen time on the water

Cabrillo was/is a very safe ramp.They were remodeling last time I was there.
No comparison to MDR though.
Only one dock to tie up to. Gets a bit crowded in the summer.
