Do swimbaits, like a Big Hammer work at night in the dark?

They Work all the time.. These are about all I fish... 3- 4" models...
Slow retrieve a few winds then let it drop... If you are getting some salad once in a while you are in the right place.

use dark colors at night dark brown or purple are good .

Yep, they do work :)... I slow rolled over rocks and caught a calico... when nothing else was working :D

I know they work after dark, but where can you fish swimbaits, or any bait/lure for that matter, between 30 minutes after sunset and 30 minutes before sunrise, other than a private lake?
I know there has got to be someplace that allows it.

Those are the hunting hours. Fishing is open 24 hours, it's just that certain lakes and piers close for the night. I night fish at Big Bear every summer.
